Neoflow Platform Is Live with First Customers Under the U.S. CBP's National Customs Automation Program Pilot

A major milestone for digital trade and cross-border energy supply chains

On July 2, 2026, the Neoflow Platform will go live with Neoflow's first customers under U.S. Customs and Border Protection's National Customs Automation Program test for pipeline crude oil imports.

The NCAP test, formally titled the Pipeline Global Interoperability Standards Test for Crude Oil, represents an important milestone for Neoflow, CBP, and participating energy industry stakeholders. It marks the transition from development and pilot preparation to live platform use in support of a federal trade modernization initiative.

Through the test, CBP will evaluate a new method of collecting and transmitting data related to crude oil transported by pipeline from Canada and Mexico into the United States. The Neoflow Platform will support participating importers, pipeline operators, and licensed customs brokers as they provide relevant crude oil movement, sale, delivery, and entry-related information for CBP review.

For Neoflow, the launch of the NCAP test is a significant commercial and operational milestone. It reflects years of collaboration with CBP, the Department of Homeland Security's Silicon Valley Innovation Program, industry participants, and the Neoflow team to advance a more secure, efficient, and transparent digital framework for cross-border energy trade.

Today, crude oil transported by pipeline is managed through complex commercial, operational, and regulatory processes. A batch of crude oil may take days to cross the border, may move through pipeline systems operated by different entities, and may change ownership while in transit. These characteristics create challenges for supply chain visibility, monthly reconciliation, origin verification, and customs compliance.

The NCAP test is designed to evaluate whether global interoperability standards can improve the accuracy, timeliness, and usefulness of data available to CBP and participating industry stakeholders.

Under the test, participating importers, pipeline operators, and licensed customs brokers will upload relevant information to the Neoflow Platform. Neoflow will format and transmit this information to CBP's ACE Crude Oil testing environment using decentralized identifiers and verifiable credentials.

These digital standards are intended to support trusted, tamper-resistant records that can be associated with specific entities, transactions, and batches of crude oil. They are also intended to help CBP view relevant supply chain information in near real time, including data related to movement, transfer, ownership, and delivery.

The pilot does not replace existing regulatory requirements during the test period. Participants will continue to provide required filings and reports under current rules. CBP will compare data transmitted through the Neoflow Platform against information submitted through existing processes to evaluate whether the new approach can support improved reconciliation, greater visibility, stronger compliance operations, and potential future modernization.

The Federal Register Notice also identifies broader areas of potential value, including supply chain data verification, monthly pipeline report reconciliation, free trade agreement compliance, and possible future integration with ACE.

As cross-border trade becomes increasingly digital, the ability to exchange trusted supply chain information securely and efficiently will be critical. The NCAP test provides an opportunity to demonstrate how digital credentials and interoperable data standards can support a more transparent, resilient, and efficient energy supply chain.
